You’ve just survived the hardest boss fight in the game. Your hands are probably still a bit shaky from dodging Mr. Freeze’s heat-seeking missiles and trying to remember which takedown you haven't used yet. Then, Victor breaks down. He’s not a monster; he’s just a guy who wants his wife back. It's heartbreaking. He begs you to find her, and honestly, after that fight, you kinda want to help the guy out.
But then you open the map.
There’s a giant blue circle over the Industrial District, and... that’s it. No waypoint. No exact coordinates. Just a vague "she's somewhere in here, good luck!" This is the Batman Arkham City Nora Fries mission, officially titled "Heart of Ice," and it's notoriously easy to miss if you don't know exactly where to look. Most players spend twenty minutes gliding over rooftops, scanning every alleyway, only to find absolutely nothing.
Where is Nora Fries Hidden?
The game tells you she’s in the Industrial District, which is technically true, but she's not on a roof or in the street. You need to head to the northern edge of the district, right along the water. Look for the Falcone Shipping Warehouses. Specifically, you are looking for Warehouse 5B.
If you try to go through the front door, you’ll hear a thug through the gap telling you to beat it. He locks the door. End of story? Nope. You’re Batman.

You have to go around the back. This is where it gets tricky for people. You need to use your Freeze Blast (the gadget Victor literally just gave you) to create an ice platform in the water. Hop on that ice block, then use your Batclaw to pull yourself toward the ring on the wall. There’s a destructible wooden wall right there at water level. Blow it open with some explosive gel, and you’re in.
Inside, you’ll find a group of Joker’s thugs guarding Nora’s cryogenic chamber. It’s a standard brawl, nothing too crazy compared to the main story fights. Once they’re dealt with, Batman confirms Nora is safe.
The Step People Always Forget
Finding her isn't the end of the mission. I’ve seen so many people find Nora and then wonder why the mission hasn't "completed" in their log. You have to go back to Mr. Freeze.
He’s still hanging out at the GCPD building. Here is the catch: the front entrance is completely frozen shut from your earlier fight. You have to use the back entrance—the one you used to leave the building after the boss fight. Once you’re inside, talk to Victor.
The dialogue is actually pretty touching. He apologizes for fighting you, and you give him the location. If you come back later, you’ll see him standing right next to her chamber in the warehouse. It’s one of those rare moments in Arkham City where things don't feel totally bleak.
Why the Arkham City Nora Fries Story Matters
What makes Nora Fries so compelling in this universe isn't just that she's a "damsel." It’s the moral gray area she puts Batman in.
In Arkham City, Victor actually betrays Batman first. He destroys the cure for the Titan disease because he wants to force Batman to find Nora. It's desperate. It’s selfish. Yet, when you see them together at the end of the side mission, it’s hard to stay mad at him.

Quick Facts for the Completionists:
- Mission Name: Heart of Ice.
- Unlock Requirement: You must defeat Mr. Freeze in the main story first.
- The Reward: The "Bargaining Chip" achievement/trophy and progress toward the "Perfect Knight - Day 2" achievement.
- Riddle Alert: There is a Riddler challenge involving Nora. You need to scan her (and Victor, if he’s there) to solve the "Is the price of admission too high?" riddle.
Looking Ahead to Arkham Knight
If you think this mission is the end of their story, you’re wrong. The Season of Infamy DLC in Batman: Arkham Knight actually brings Nora back in a big way. In that game, she’s voiced by Cissy Jones, and the story takes a much more final turn.
Without spoiling too much for those who haven't played the sequel, the Arkham City Nora Fries mission is basically the "hopeful" peak of their relationship. By the time Arkham Knight rolls around, the reality of her condition and the toll it has taken on Victor becomes the focal point.
Actionable Tips for Your Playthrough
If you’re currently staring at that blue circle on your map, stop gliding.
- Check the Docks: Look for the cranes near the water in the Industrial District.
- Ice is Key: Don't try to find a way in from the roof. The entrance is literally at sea level.
- Detective Mode: Use it to spot the thugs inside the warehouse through the walls once you’re on the water.
- Finish the Job: Always go back to the GCPD to talk to Freeze. The mission isn't over until you see that "Case Closed" notification.
Once you’ve reunited the pair, make sure to take a screenshot or scan the riddle immediately. It saves you a trip back to the Industrial District later when you're hunting down those 400+ Riddler trophies.
To wrap this up, go find the Warehouse 5B entrance by the water. After you clear the thugs and talk to Victor at the GCPD, head back to the warehouse one last time to see the "Easter Egg" of them standing together. It's one of the few pieces of closure you'll get in this chaotic game.

Next Steps:
If you've already finished Nora's mission, you should check your map for the "Shot in the Dark" side mission nearby. Deadshot is active in the same area, and his first victim is located on the highway bridge connecting the Industrial District to the rest of the city. Scan the bullet trajectory there to start the hunt for the world's deadliest assassin.
