How to Actually Start the Justice Social Link
You can't just walk up to Chihiro and start a friendship. The game makes you work for it. First, you have to wait until Mitsuru Kirijo invites you to join the Student Council around late April (usually April 27th). Once you've visited the Faculty Office and officially joined the council, Chihiro will start appearing in the 2F Hallway, right outside the Student Council room.
Here is the part that trips people up: you have to talk to her three separate times on three different days.
- Day One: She’ll basically run away from you.
- Day Two: She might manage a "hello" before panicking.
- Day Three: You finally get the prompt to ask her to hang out.
She is available on Tuesdays, Thursdays, and Saturdays. Since she’s a school-based link, she won’t be around during exams or holidays, so you need to prioritize her during the "normal" weeks of the Gekkoukan High semester.
The Infamous Rank 5 Reversal
Let’s talk about the elephant in the room. Persona 3 Reload kept the "Reversal" mechanic for Chihiro, and it is brutal. In Rank 5, she is feeling overwhelmed and asks you for advice. You’ll get a prompt to "Hold her hand," "Kiss her," or "Talk to her softly."
Do not kiss her. Seriously. In almost any other modern RPG, that would be the "romance move." In P3R, it’s considered harassment because she isn't ready. Beyond the story of a girl overcoming her social phobia, the Justice Social Link P3R rewards are top-tier. Once you hit Rank 10, she gives you the Shojo Manga. This key item allows you to fuse Melchizedek.
Melchizedek is a powerhouse. He’s usually around level 60 and specializes in Strike damage and massive healing. If you are playing on Hard or Merciless, having a Persona that can dish out God's Hand while keeping the party healthy is a game-changer for the later blocks of Tartarus.
